Executive Summary
The formulation of the Local Public Transport Route Plans (LPTRP) is based on and/or consistent with the Manual prescribed in the Joint Memorandum Circular No. 001, series of 2017, dated 19 June, 2017 of the Department of the Interior and Local Government (DILG), and the Department of Transportation (DOTr).
The Department Order No. 2017-011 or the “Omnibus Guidelines on the Planning and Identification of Public Road Transportation Services and Franchise Issuance”, stipulates that the Department of Transportation (DOTr) shall set the guidelines, criteria, and procedures for local public transport planning and help build local capabilities to prepare Local Public Transport Route Plans (LPTRPs).
With this, the LGUs shall be responsible for collecting data, analyzing public transport supply and demand, and identifying specific public transport supply gaps for travel within their territories and for capturing these in city and municipal public transportation plans.
In compliance and adherence to the above-said Omnibus Guidelines, the LGU of Cagayan de Oro formulated its Local Public Transport Route Plan 2019-2021. The LPTRP is anchored on the vision of Northern Mindanao as “the gateway and the leading industrial core and trade center in southern Philippines”, as well as in the Strategic Development Areas (SDAs) particularly SDA 1, “Realizing the Cagayan - Iligan Industrial and Trade Corridor” which specifically covers Cagayan de Oro City considered as highly urbanized City. The SDA will develop strategic corridors and network of urban centers to improve access and efficiency of services via improved linkages and transportation system back and forth settlements and key production areas.
The LPTRP also anchor on RISE CdeO, the city administration’s governance platform for sustainable, climate resilient, and inclusive socio-economic growth aims to provide safe, reliable, and sustainable transport for all amidst its imminent metropolitanization.
